Bounties and Technicalities

for the thieve's guild, I want one of our possible jobs to be assisting with bounty hunting, and that would most likely require hunting down certain primes. Now, I forget what a lot of the technicalities were with bounty hunting, but it required a search thread and tracking their last location and whatnot. Is it possible for someone to track down the wanted prime and then hand the information over to someone who can finish the job? And I believe it would be possible for the bounty to be split because of the split effort?
