Hello and welcome to the Omniverse! I have a few questions/comments about your moves.
Energy Bullet: What is the size of the projectile? How fast does it move? As for the range, you'd have to make it a static number for the effective range. If you wanted to RP it as being a fraction of its full effectiveness and later have him use the full form that's fine, but your move's range can't change with your stats unless you buy a new version of it. This move wouldn't require Area Attack and you'd really only need to spend 300 unless the flurry is significantly different than just doing the same move repeatedly.
Heavy Strike: What's the size on these? How long does this take to charge up? How fast do they move? How draining is this on his stamina? As above, you wouldn't be able to have a move than changes with your stats. If you'd like to, you're more than welcome to make that into different versions of the move with separate stamina costs and cast time and such, though. The single charged shot will set you back 300 and if you want to tack other variants on it'll cost you 300 more each. Again, this doesn't need Area Attack.
