If I wanted Eda to change the color of her costume to better blend in with her environment would I have to buy a skill for that  , or could I just treat it as fluff and do it without an additional skill

That would depend on whether it is a purely aesthetic change or whether the intent is to conceal Eda from her opponent's view. If the latter, it would indeed require the appropriate powers and a move to accomplish. If the former, however, you could try and have it approved as an RP fluff move (which wouldn't cost you any OM, but would still require approval).
