The time it takes to summon the naginata is around 3 minutes. The potions that it refers to are elemental and status spell potion vials that contain Wind, Earth, Water, Fire, and Poison respectively in accordance to what she uses first. If Creatia sticks her fingers in a vial and brushes it against a surface or in the air, they can be used alone for a weak burst of their corresponding element that covers a short distance and has very small splash coverage. The spells improve with effect, distance and power with a catalyst such as Coriana or even something as simple as a paintbrush.
However, the potions themselves are a Move that I plan to buy later down the line; the naginata as it is now will mainly be used for melee. I just had to state it there for future reference.
