Research suggests The max CP is random and based on your level. So you will catch stronger pidgey at higher level. Powering up your pokemon has nothing to do with it which makes a lot of sense given how the system works.
You have that half moon bar that represents how much power is unlocked. A fully lit bar means full power and your evolved pokemon maintain the same level.
On top of this raising to max level gets progressively more expensive and preserves this on leveling up.
I'm inclined to believe what the reddit posts suggest that powering up your pokemon before or after evolution doesn't matter. The only real test to prove it is to take two pokemon with the same CP and the same progress in their power caught at the same level and power one then evolve both and power the other.
