Read the above for info on changing characters. If you want to delete your account entirely you can submit a request for that, but I'm imagining that you want to just submit something new.
Since your character wasn't approved yet, I believe that you can post a notice into your joining form about that you are deciding to go with someone else, and submit a new joining form. Staff is able to change your account name so you don't have to make a new one.
