They're not gone forever. Rest Points slowly fill up back to 300. They're to simulate the fortnight training that we used to do every two weeks where you'd get OM for posting and being active.
As for the reason they dropped; Did you edit an IC post and increase the word count with revisions or something?
No, however I did edit a move request in the move approval in the help desk. I think it happened shortly after that, but its late and I'm foggy on it Tbh.
