Yes, power cells would be summoned in between fights.
I guess I can reduce it to a yard, and buff it a bit later by getting Area Attack and updating the move if I feel I must.
This can be used with one-handed or no-hands moves, but not with moves requiring carrying a two-handed weapon, like, say, a rifle. I thought I already put it in there, but...
And, yes, it can be used in motion.
