1. Isn't there a thread I'm supposed to post in if I think I need a bounty? I don't think it's the bounty thread, I swear I saw a place where you're supposed to mention if you do bounty-worthy stuff.

2. Is 'Dark Data' a sitewide thing that's going to happen?

3. If I want to make an NPC prime to play as, isn't that kind of like having a second character? Is the idea that the NPCs should have a distinct goal/purpose, instead of 'sandbox' style play of a player character?

1. I believe just a notice on the help desk is sufficient for this. However, I've never acquired a bounty, so I wouldn't know. 

2. Yes, it will be across the entire Omniverse. While sign ups are not open yet, they will be eventually, and at that time any prime can register for the event.

3. An NPC prime is not considered a second character, but they do require approval like any other prime. They can be submitted for approval here. And yes, these NPCs must have a certain purpose that you must state when creating them.
