Regarding fictional versions of real-life famous figures

I am inclined to say no. At least based on your description, Markiplier from Dream.exe is essentially just the real Markiplier placed into a video game. A real-life figure appearing in a piece of media as themselves is not justification for being able to use that person as a character, since practically all aspects of the 'character' are essentially just the qualities and characteristics of the real-life figure.

As a general rule, the more the 'character' is an entity onto itself, separate from its creator, the more likely we are to permit it as a character in the Omniverse. The only potential exception to this rule is if a member (somehow) has explicit permission from the person in question to roleplay as them.
