Daggers are good, assuming they're as strong as the average dagger.

For the Heirloom, it’s a 3-footish (I’m assuming you meant 31.5 inches and not 31.5 feet) mini-spear when collapsed? And you said you’re not planning to use this form as a weapon, right? Does it more or less retract/extend as fast as he can throw it? And I’d say for throwing something that size that can inflict deep slashes, you’ll need to make it at least semi-inaccurate at long distances for balancing’s sake. Also, I forgot to ask earlier: is the spear form literally just a garden variety normal spear with nothing special about it? You’ll need to describe it a bit more. I’m assuming it will resemble the base form but longer? Just want to make everything crystal clear.

Shard: Does it require concentration though? I.e. if someone came at him swinging, could he still be able to charge the move or would it break his focus? You’ll need Area Attack Proficiency if you want to hit a 5-foot area. Also, for clarity’s sake when you say ‘aura’ you mean stamina/physical energy, correct? Just making sure we’re thinking of the same thing and not using some other intangible source. And how damaging are the various forms?

Ignis pila: You’ll need to nerf this in some way, whether it be lower damage or higher ‘cost’ to the user. An instant-cast, minimally fatiguing, 2-foot fireball moving 200 MPH, that deals moderate damage and can be used while moving without concentration is pretty over-powered. It might be helpful to look at a similar move that I got approved for Vincent (‘Fira’ in my roster, here). Not that you have to use anything in it, but it’s an example of a balanced fireball-type move.
