Paige's world is a giant mechanical design which shines a orange-yellow light from inside, but for it to shine, the gears must move in such a way that the sand on the surface swirls around just right.  When she enters the session, this entire process stops, and the entire exterior goes a drab grey.  Because she is the rogue of time, and thus can steal time from enemies, perhaps the gears have stopped and she has to restore the time flow?  Would that be a good guideline of sorts?

Yes! Maybe the hindrance to the gears is the work of your denizen, an old creature that wants to stop Time itself so as to keep the sand from dumping upon its head while it sleeps inside of your planet. It's funny to think about, some giant monster getting all grouchy because some grains of sand are trickling onto its nose.

So basically my quest would be to light the Forge, which my inhabitants worship as some technological Artefact, they know that it is a forge, but they have not found a way to light it. What they think the lighting symbolizes, is celestial enlightenment for everyone. My planet is a very advanced one, that has no war, and promotes creativity and arts of all kinds, but a new more war like group is rising, so not only do I have to light the forge, I must also protect the peace loving inhabitants of my planet. (pls help)

I corrected the word 'denizens' to inhabitants to avoid confusion! The more war-like group you are mentioning could be the Underlings, controlled by your denizen. These Underlings will seek to hinder your progress in lighting the Forge and also pose a danger to the inhabitants of your planet.
