Actual capital-a Artefacts are just what they are said to be in the Rules: rare and powerful items that have special effects. There are a very small number of them by design and they're usually obtained from sagas or tournaments as prizes or as a reward for killing some super powerful thing (like the Tarrasaque). The bit in the rules about 'finding one with a great deal of time and effort' refers to taking on one of the Quests that grants them as rewards (they're currently all claimed 8 remain). You can think of them kinda like a Unique or Ultra-rare item from a dungeon crawler game.
You can't just make them, no. They're usually thought-up by Omni/Alex to be a part of the Omniverse story as a whole. If you wanted to make some random thing in a story that you're writing and call it an artifact, that's fine but it wouldn't be the same and wouldn't have any effect on stats or powers or anything.
