Official format, Harry's action is going to be pulling all 16 of that damage and throwing up a T2 Defensive Super. Are we going to have a post where the actions of the dragon horde are detailed and that's when the spell will go off? Otherwise I'd rather have at least one person fire into the horde before I start drawing aggro in character.
