History - I assume that the moment that your character disappeared without a trace, was the moment when they were brought to the Omniverse?

Gelinus - This is just too strong and does not have a downside (Not being able to block with a weapon that is not, primarily, used to block things is not a downside). Firstly, I would suggest that you just have a blanket, additive, chilling effect that can only be applied 2 or three times for maximum effect. Since the weapon is a rapier, I will also suggest that the strikes must all be done within relatively quick succession of each strike, otherwise the minor chills wear off too quickly.

So instead of having a move that has a chill that is dependent on where, and how hard, the move hits, it will have the same chill effect no matter where it hits.

You will also need to think of a greater caveat for the move.

White-Out - If you make it so that Shelegiel's vision is reduced as much as the Opponents, then I will say that it is appropriately balanced.

Crystalization - How many crystals are summoned?
