While this is also nostalgia based, I have always been partial to the Friendly Arm Inn from the first Baldur's Gate.

I played this game a TON when I was around 8, and far too young to actually understand how to play the game.
Even getting to this place was something I found a decent accomplishment.
More recently, but keeping with the genre of easily accessible and sort of not noteworthy: Balmora from Morrowind

rarely has a town felt like it could actually support the population,but this town has both enough houses that it feels like it could actually have the people, and enough places to go that it felt like there were multiple merchants and places for people to go. I haven't played any more recent TES games, so I would imagine there where others that have been better since then.
I've got more I'm sure, but I couldn't think of any more just now.
