My unbiased opinion would be to test them both out for about 1000-2000 words (like 3-4 posts here). That should give you a better idea of how you'll do with writing them. If you're already that deep in with Judy and you feel confident, I'd stick with her. If you can match it with Mario and still have a groove going, then it'll get trickier.
Another thing to consider is how the character will develop. Do you have a good story set for them? I've had other characters in mind myself in the past but ultimately had no story for them and lost interest. You should also consider planning moves and whatnot; though moves don't necessarily MAKE the character, they are a nice flavor thing. Same thing with powers. A large driving force for me with Kakashi right now is getting all the powers for his kit together. It gives me motivation and forces me to think of story ideas for how they'd manifest, which keeps him interesting to me.
