Would characters such as Aberfoth Dumbledore (Hog's Head Inn and Albus' Brother), Madam Malkin (Clothing shop owner), Armando Dippit (Hogwarts Headmaster in Tom's time), Madam Rosemerta (Owner of the Three Broomsticks) and Garrick Ollivander (Wand Maker) qualify is secondaries who would be limited as Main Secondaries (IE you can only have two per character)?
I'm currently working up a write up for Tom's base and including the village in it (In Armando's case will be the Base's Headmaster) Each one had at most two scenes in the entire series with one exception of four in Ollivander's case. I can find alternatives if they aren't Minor Secondary material.
