This part:

From the time the challenge is issued, no involved players may purchase items, powers, or anything else, nor move verses, unless ruled otherwise by the judge.

If anything, it's up to the judge if the moves could be used or not, once a judge is decided. Why would you think he would be disqualified from the fight just because of some purchases and just not be allowed to use them? He has IC motive and responded to the ad the same as anyone else. Are there some precedents that have been set that you can reference? Because I honestly don't understand you're ruling. Was this your ruling as Staff as a whole or just how you, the participant, feel it should go down?
