Character history: He's being pulled from Genocide. For my full (read: overly detailed) history, here is a link. Because it's like... 1500 words and aint nobody got time for that on an app thread.

Well, uh. He's a metal rectangle... His metal plating is unusual in the fact that it's not only as solid as regular metal, it's magically enforced as well. Regular, physical attacks and weapons most often bounce off of it. Notably, magic can injure him in this form just fine, as it would hit his SOUL as opposed to his plating. As for everything else, well, he's quite average. Naturally, as a monster, he'd rather use magic than physical attacks if he can get away with it, since it's his main advantage above humans. When it comes to his speed, well... He can roll along the ground on his wheel at around average human speed, but anything faster would probably cause him to fall flat due to his awkward top-heaviness.

Obviously referring to his always charismatic EX Form, linked above. In Alphys's words, it makes him, "Uh... Vulnerable." Lacking his thicker metal casing, his defense falls to average levels. On the bright side, his more humanoid form allows him far more dexterity than being a rectangle, as well as having actual legs making it easier for him to balance and move about more freely than on a motorized wheel. You'd be surprised at how good the man is at walking/running in heels. Finally, said stiletto heels would theoretically make any physical attacks (in the form of kicks, at least) far more painful to suffer... And sharp. However, taking this form exerts far more stress on his battery than being a rectangle, as it's far more complicated to control. So if he wants to use it often, he needs to find a convenient and safe way of recharging.

300 OM: "Even this attack is...!" (Req. Ranged Proficiency, Area Attack Proficiency)
To end his sentence for him, Bombs. He always carries a goodly supply of them on his person. Each is around the size of a small apple and is about as dense as a golf ball, so with a little effort, you could hold two in one hand. Hence, he could probably throw up to two sets of two in rapid succession before needing to pause a few seconds to get more. How far he actually can throw them depends a bit on the form he's in's TEC, but tends to be about 30 feet before his accuracy suffers, and a max of around 50. They detonate after about a half-second pause when they are hit with a sufficient amount of force, either from an impact or colliding with any sort of attack. Mettaton's bombs are not particularly deadly, as their magical blasts are easily blocked by solid objects. It's pretty unlikely they could ever kill someone, as their damage is minimal. Their blast is quite wide for bombs so small, though- probably around 10-15 feet in diameter. They're most effectively used to take multiple enemies off guard. They're actually quite standard explosives, though they use magical energy similar to that produced by the CORE as opposed to normal pyrotechnics. So, yes, they could potentially be thrown back at him.

Mettaton summons what can only be described as "laser-shooting disco balls". They're around two feet in diameter each, made of typical disco ball materials (read: glass and plastic), and he can summon up to two. But he usually limits it to one, for the sake of his battery. It takes him a couple seconds standing still to channel, generally long enough for him to make some sassy comment about his opponent's rhythmical talents. They can appear anywhere within a fifteen foot radius of Mettaton himself. Firing the lasers takes about a second of delay after the disco balls are summoned, and they turn slightly at varying speeds (but never more often than every half second.) The lasers that do shoot from the disco balls hurt far more than his bombs do and have about the same range at 15 feet, but they also follow a predictable rhythm when rotating and turning on and off. They always come in sets of three, in about a 90 degree cone. So they are fairly easy to dodge to those with high TEC who can out think them, or those with high SPD who can just get out of the way. The attack lasts for around ten seconds. But it can also be dispelled by smashing the disco balls themselves with an attack, as they are pretty much just normal glass.
