Restrictions on giving on to other characters has been relaxed in order to allow for in-universe bounties and trading. The FAQ has been updated as such:

A: In world, this is possible and even a form of trade, but we generally do not allow players to give omnilium to other players for gameplay/balance reasons.

In order to make a transfer like this, use the help desk and link to the IC topic in question where the transfer takes place. Omnilium can be sent through the Dataverse as 'credit' but this still needs to be shown as taking place in character.
It is strictly against the rules to give a character omnilium for nothing. You may not transfer OM to an alt character for any reason. If we suspect people of abusing this system or trying to 'launder' omnilium to an alt, we may deduct OM or even ban people. If you try and give someone a ridiculous amount of omnilium for small task this will also be questioned.
