Provided you have the TEC to force your way into their mind and the time/concentration to fuck around looking for such a memory, I don't see why not. You wouldn't even need Insight for that, since Insight just tells you about what the enemy has for moves and powers and such.

Yup. For fodder just have it make sense really and for PvP just fulfill the telepathy requirements of time, concentration, and skill and the 'cast time' for the shapeshift. Standard rules for shapeshift also apply.

I don't think Shapeshifting would apply there as that's about appearance. What you're describing is more just a 'stronger' telepathy, since applications of Telepathy includes Jedi Mind Trick type stuff like making them think you're someone you're not. Just remember the whole TEC thing here as well.
EDIT: To clarify, the above is in reference to telepathic speaking. I imagine Shapeshifting would give you a difference voice in person, but you'd lose it when you 'glitch' out of it.
