Dual Pistols I would tone down the range, 75 yards is quite a distance, especially if you're able to plug 15 shots that far.

Batarang I would remove the part about standing still to increase accuracy because that would technically count as a variability. Other than that it looks good to me.

Flash bangs What is the area of effect around the grenade? This move is a little bit overloaded so I would find some way to nerf it. a 10-15 second blind in an area from 30 yards away is pretty damn powerful. I would lower the time debuffed and perhaps add in a charge time or some sort of drawback.
