Summoning things (most things that is), does not cost OM. Most things can be hand waved in terms of price. However, things that would be used during battle or to give you an advantage during battle (Moves, etc.) do cost Omnillium. Bases also cost, so if you plan on summoning a base, expect it to cost you Omnillium.
In the future, this thread is for Quick Questions, and not multiple questions that follow on from one another. Please create your own thread for those sorts of questions.
On that note, if you want to Role Play your character as not being able to summon something, then going and extracting something and then being able to summon it, sure go ahead.
