How do you add someone to your communications device? Is it possible to give someone a number or unique ID they can add to a Comms device at a later stage?

So long as you can interact with the person you'd want to connect with in some way in-character, you're find to do that. If for instance you just wanted to start communicating with someone you've never met/communicated with over either the Dataverse or the Astral Realm, that'd be a no-go.

So if you're chatting over the Dataverse (which is I think what you're what doing), then as long as both parties have Dataverse devices, that'd be fine.
