As for the second question, Sure. If people who earn a second character and then switch their first, dropping below the threshold, can keep their second character, then I don't see why you wouldn't be able to keep your third.
It would be accompaigned with a change of looks and personality as well - not just a name change. But if you stay by your point, I will stop bugging about the subject.
If that is the case, then I don't really know, I would still say no... but you might wanna ask Greg or Alex specifically.
