Chitauri Scepter - I mean... without Physical strength it's basically just there for show. You wouldn't actually be able to use it for any form of useful melee combat stuff. But it's fine. Just make sure you purchase Physical Strength at some point.
Energy Blast - How far can it travel? How often can it be used?
Illusion Manipulation - Your super move is fine. Just remember that they play out as cut-scenes, so your illusion would take the hit no matter what. People aren't able to just change the direction of their super move to hit you after you used a super defense.
As for the mind control thing, I'm going to say no for now. It would also, probably, require telepathy.
