How do Quests work

So I'm pretty new here (as my post count shows) and I'm unsure on the intricate workings of the quest system. I did a quick forum search to see if I could find an FaQ or the like but wasn't able to find one (if there is just redirect me to it). I have a few questions on the topic:

-Due to the heavy workload the mods already have, I assume quests aren't DM'ed. Is that correct?
-Some quests like "A Light in the Darkness" (<!-- l --><a class="postlink-local" href="http://omniverse-rpg.com/viewtopic.php?f=19&t=51#p8191">viewtopic.php?f=19&t=51#p8191</a><!-- l -->) use generic terms like given weapons and armour. Are supposed to make up the details of what that is exactly?
-Are we being trusted to translate the generic terms used into RP fluff responsibly?
-Do quests get judged to decide if they meet the criteria for success?
-Are they intended for high level primes or can a clueless level one schmuck like myself attempt one of them?
-Are there information packs (other then the ones at the tops of each verse index) that I can refer to for the built in lore?
-What are the rules for handling NPC's the quest requires you to interact with?

I apologise in advance for my bombardment of incompetence. Quests seem like a good way to give my character purpose but I don't want to trample over the lovely system you got going. Thanks.
