Akin to a staff, but can sweep dust into the eyes of one person (enough to shroud a normal human head) from up to 6 feet away. Must be in a dusty area to use, like a desert or a dusty room. Takes about one second to charge, blinds a single person for up to 3 seconds.

I'll change the bolded parts to bring the move down to 600 then. Hope it works out!
If the fluff about cutting environmental objects is too strong, I'd suggest this alternative (again, only the bolded parts are different):
