Ah, alright then. With that in mind, given that the various different forms wouldn't necessarily provide any different improvements in power, Shapeshifting would indeed be the way to go. Just keep in mind that changing forms will be limited by your speed, as per the rules and you're good on that.

The OTHER option would be to go Alternate Forms, so you can shuffle up your stats — say focus more on speed but less on actually enduring or dishing out hits — but that would get very expensive, very quickly. So Shapeshifting is probably the way to go after all.

And right-o. I get the basic function you're after with the saber and gun. It's an interesting concept. Unfortunately, each different form would need to be a separate move/variable in its own right, thanks to the way the moves pricing works. As it stands now, with the examples you've given here, it would run somewhere in the neighborhood of...

Gokai Saber — Dagger, Sword, Large Sword (at minimum), for a price of 900
Gokai Gun — Pistol. Rifle, Cannon, Bazooka (at a minimum, again) for a price of 1200.

It's really based entirely on the differences in how the move works. Adding in things like size, speed, power, etc for melee weapons, and different rates of fire, more or less punch as a result, greater range, explosive shells, etc. for ranged weapons would all add variability, and thus, extra cost to a move. It can be a bit of a tricky science, but, y'know...

Sometimes things don't work quite as cleanly as we'd like. Happens to everyone.

To start off with, I can recommend going with the base/default version of each weapon. As you come upon instances where you use differing versions in your writing and moving along, then that's the time to see about getting them approved and ready for use, just to cut down on the amount of paperwork on both sides of the fence. Regaining access to your arsenal and skills as you go along, gather more Omnilium and the like.
