Going by logic, yes, it would be the same effect.
Mechanically, though, within the Omniverse's system, you get exactly what you pay for. Buying them as a dual move and then only using one of them, no, not the same effect. Enjoy your incidental weapon. Greater effect and less accuracy is the entire point; if you use both of them, now you can effectively fire twice as fast, and put out potentially twice as much damage, which is more than enough of a departure to warrant variability and an increased cost. It's why specific phrasing and delimiting in move descriptions is so important.
I do insist, because it's the way the rules work.
