I assume most of the Secondaries would have fled the city when their Primes began to fail in the defense. Unlike Primes, they don't respawn, and are much more likely to choose life over death.
I wouldn't support a 2-Stage Base Assault program like you're suggesting. It's hard enough to Assault a base once. Making someone do it twice just to achieve the goal of the first Assault is a bit contrived.
I had been thinking about the averaged scores from this, and though we won, I think there SHOULD have been SOME bonus for having extra numbers calculated into the final score. The system I came up with was that the overall score of the side with more participants would receive a +1 per extra fighter. I had some other stuff I wrote up as well, in regards to grading as a whole, but I'll leave those are private notes to myself.
