Looked this over.
Combat Steal, we're going to sit on that for now. I know there has to be some sort of precedent to this (Demetri?), but I can't find it right now.
I'm okay with the other three moves, but I have one question. I know that world class javelinists can chuck spears that far (yea, I had to google for this), but is Udyne chucking that style or straight on? This is a curiosity, and I'll probably be fine with the move either way, but I just wanted to clear that up, because the character sounds like some terrifying spear expert, so who knows.
Otherwise, the moves seem all right. It's obvious that you put a lot of thought into trying to balance them.
