Because the whole concept starts with you saying you do not want to get into a forced fight. Sorting out who does and does not want to fight. It then remains painfully obvious who chooses to ignore these preferences and pursue a bounty. These actions should speak for themselves. Holding up these things higher than the rules.
How do you imagine this system actually playing out? Don't you think this would happen in chat?

Sal: OOC Bounty Thread - Dude vs Sal
Bob: Wasn't Dude Red Flagged?
Guy: I thought he didn't want to fight, he's in the middle of finding the Void Entrance.
Some drama is going to happen either way when a PvP fight starts with an unwilling target. But this system suddenly puts all of that into a spotlight.
