That sounds fine for a description of Frostbolt. Sometimes stuff like that is more of a mote of freezing magic or something so I wanted to be sure. And by using with other moves I mean can it be cast simultaneously with other spells (frost bolt with the right hand, Ice Lance with the left kind of thing).

And yup, 5 stat points for a Tier-1. And I'm fine with you waiting until later for Physical Strength. I only mentioned it because punching was mentioned in the description of the Elemental.
