This move is fine but just tell me how fast it takes to transform his teeth. Also the way he activates this is a kiss if I'm correct in my reading?
The growth is quick, so... 3 seconds? "Matter of seconds" Its a quick lash move.
And Dust is a contractor, requiring a price to be paid to use any of his powers, so the more extreme trasformations will require more intense or longer kiss. Which can be done before or after, but must be performed or else his brain will explode!!
Or something.. It is never explained what happened if the price is not paid in the anime.

Wait this is only used on secondaries? Why are you making it a super move? I mean you can easily make it offensive or utility if you needed. If you want something on secondaries it would just be a move.
i would try and make it less super specific and say instead like "At fist the pain is unbearable and the target loses hearing and motor functions for the next 30 seconds, however the effect slowly decays during this time." Just a suggestion.
You could also make this offensive and have it do actual damage if you wanted.
Well, it's not only for secondaries. That's the way I want to use it at first (during my next post, actually), which is why I'm buying the Area Attack Proficiency, but I'd like to be able to use it against other single PCs as well at later points (the description I wrote is when it's used on one fellow Prime, since that's how I'd use it in an official context - I imagine the effect will be much weaker on multiple targets... should I include that in the description?). Should I change it to a regular move, though? I hadn't thought of that... I'd just assumed that since it was pretty powerful and took a lot of energy, it had to be a Super Move. What do you think would be best, so I could use it both against a bunch of secondaries or a single Prime target depending on the situation? Actually, it would be nice to be able to use it on multiple Primes at once, too, come to think of it.

Ehhh, I have a couple reasons I'd rather keep it from actually doing damage. The way it is is fine.
Yeah i mean it could be a move if only used on secondaries but this is worthy of a super move. Just one last thing. Reduce the time of the deafening by a little cause it is only a tier one and 30 seconds is quite long.

Unlike all the other weapons Ballad has at the moment, the Flamethrower Pistol is an entirely new weapon to his arsenal. It works by having a single piece of solid wick connected to the end of the barrel of the pistol, lighting it up when Ballad flicks his thumb against the bottom of the wick. Then, a canister similar in size to a standard rotating cylinder for normal revolvers is inserted into the side of the revolver, also similar to how one would reload a normal revolver. Then, when Ballad pulls the trigger of the revolver, an archaic hammer from within the revolver pops off the cap of the canister, letting loose a gust of air from the barrel as well as the wick within it, causing the wick to light on fire and serve as a flamethrower.
The canister has enough wind and wick to last for a total of six seconds before reloading, meaning each second must count. Thankfully, the flamethrower has several uses. The nature of the wick allows the flames to stick to surfaces, creating walls of fire that damage anyone who tries to pass them. These flames last around ten seconds unless something flammable is touched, in which case it would last around one minute. These flames are also capable of sticking to living beings like napalm, and provide damage overtime, though this only works if they are hit directly by the flames, and not from the walls of fire. The flames themselves are heavily damaging, though this is overcome by the short range of the flamethrower, with a maximum range being six feet, as well as low fuel that only lasts six seconds. The reloading time takes a total of two seconds to complement the short range and short usage, though he will be reloading a lot to make use of the flamethrower despite its damage and ability to stick to surfaces.
