Does getting Exceptional mean you also got Great Job! ?

Do only site NPCs count as NPCs? Would approved Player NPC Primes also count? Perhaps only those not your own?

If you get the exceptional, you automatically get the great.

Only site NPCs count towards the NPC achievements (I'm 85% sure on that one, but double checking)
