The flight stuff is fine, Role playing him as not being able to do something he previously could is a fine way to do this. He could become angry or enraged or something.
As for martial arts, we don't really charge people for stuff like that. However, I am talking about martial arts in the sense that it's a fighting style, not a move, just the way a character would fight. That being said, if you want anything your character does (fighting and competitive situation wise) to be any more damaging than just normal, basic attacks, then you will need to purchase it as a move.
I'm not really sure on how you want to do things, but if you're not too sure about if it will work without a move, then just write it up as a move and submit it for approval. That way a Staff member will know what you plan to do, and will be able to tell you if it needs to be purchased or not. But I would highly suggest that your moves go through This thread before going to the actual approval thread.
