Through a series of hand seals and releasing of chakra, the user generates a sturdy, human level, clone of themselves within three seconds. This cost can stagger the user if used three or more times in a short period of time and even alone it is a decent one time investment of their stamina. Furthermore, even after this investment they cannot function in a Verse that the creator does not currently occupy physically.

Clones are of limited combat capability when only loaded with an alternative personality, or persona, which is compounded by existing at a level of ordinary humans or weak secondaries, ie zero stats. Without being manipulated by the user, a persona’s only true skills is the ability to act as a human would and share their senses and thoughts with each other and the user. They however may be momentarily empowered with lesser combat level abilities of moving, attacking and defending through directed commands and the associated move costs, along with the user having to split their TEC between themselves and any clones being used in this manner, to a limit of three.

The only means these clones may gain further combat effectiveness is by the user committing themselves to concentrating and assuming direct control of a single specific clone, known as Diving, the process by which they invest their whole selves (without performing Soul Transference) into empowering the targeted body.

This process takes time depending on how deeply they are embedding themselves and also leaves their own body prone to being taken unaware while performing the Dive that is required to maintain a clone’s abilities at all times. The minimum time required to generate matching skill and physical ability in a Dive’s startup is thirty seconds and an extra three seconds if the body is not an exact replica. Furthermore while in a Dive, the user’s own senses muted significantly to a buzz by the clone’s own senses taking precedence in the user’s mind.

Either the user or the persona may dismiss or kill the clone body as need be.

I'm talking sturdy as human equivalent. They aren't Kage Bunshin which disapear with a single hit so you have to kill them as normal person would I've reiterated this several times in the new version. Also the cost you mentioned is associated with her possessing them.

I've added 300 to the price for basic remote control that isn't Ururu passing out and assuming direct control of a single one that follows the move example. Since their moves/skills don't differ from her own, its just 300.

Added it in. This is why I used Hive Mind to begin with. As for the Verse, its mostly just that they can't function if Ururu leave behind them unless I turn their bodies into full secondaries, (see the Black Star Anchor fodder move). Its also why its so dangerous for Ururu to do a full Dive, their senses overtake her own. While doing it someone can literally walk up in front of her and slit her throat. Not even Raal's move has that big of a downside. The further away the clone body she's controlling gets the more likely someone can do it with little to no consequence. She'll just wake up in the Nexus with no idea how she died or who did it.

You need to tell me what that means. (First bolded bit).If they are an independent pilot of the body they need to be an assist.

Acting as a human would means they are an independent character and that needs an assist to use in battle. It's just too on the fence to allow that in such a vague and unlimited form.

Its 300 per use. I would categorise moving around as 300, attacking as 300, et cetera. There is no catch all "have all of Ururu's moves".

As I said, you won't be able to send them anywhere near outside of the verse. Put something reasonable on there, like 200 meters within the verse and difficult to control at that long-range.

I'm rejecting the move in its current form, I would suggest a rework from the ground up with these limitations in mind.
