I would word this as 'or a TEC stat greater than half of Rubick's'

As for the amount it will push them back, I would say 10 Meters and not 30. I say this because 10 Meters is the distance at which it will actively push people back. any further and the force of the blow isn't enough for it to knock them off their feet (10 meters is still a lot of room between you and your enemy)
