I'm going to say no. This move is extremely powerful as it allows you to completely negate an attack, regardless of the attacks strength. You were on the right track by limiting it's use, but adding the blurb about not being able to move around while performing it, to me, was already a given. I would suggest something like an immense fatigue that leaves you vulnerable for a few seconds after performing the counter. Something like that would better balance this out.

Demetri is able to steal weapons off of unsuspecting enemies and store them in pockets in his satchel. In order to use the weapon or defense, Demetri needs to have any and all proficients required for the item, but if not then he can only use the item as a simple projectile. Any items that Demetri steals and uses lose some of their their power and durability, meaning that they are only useful for a few uses, depending on the item. Once fully used, they shatter and reform in the hands of whoever the item was taken from. These can vary widely from swords, to guns, and shields, but only applies to physical items. If Demetri is able to snag a projectile, mid air, he can store those as well, and can stack up to ten in one pocket. For example, Demetri can't take a fireball, because its made from the user, and not something that you can just hold and save for later. However, he can take a sword and use it to slice an enemy or parry an attack. Every item he carries gradually slows him down, with a weapon being heavier the more powerful it is. Does not apply to super moves.

However, this cannot be done in the middle of a fight, in which Demetri must make do with his current pick-pocketed arsenal.
Regardless of your profs and powers, if you want to use the item you have stolen, unless it is just an incidental weapon, you will need mimic. You can't use Moves you don't have and you can't use someone else without mimic. Weapons, shields, etc, these are all moves, sorry, bud. Without Mimic, you may take an item, but it may not be as strong as it was under your opponent's move set, it would be incidental.
The effectiveness of this would obviously be based on your and your opponent's Tec stat.
I don't think you need the drawback of not being able to use it in combat, but I do think being able to disarm someone in combat would require another 300 OM. Edit it so the strength of the stolen item is only at Incidental weapons strength(Until you have Mimic) and We're going with 600 OM for outside of battles and 900 for the during battle application. *Disclaimer*: This cannot be used to take from players artifacts or purchasable items.
