Function-wise we can let this go at the 600 OM, however, in order to get it approved for use I am going to need for you to clarify a few things in your description.

1) How does the drain effect happen and to what extent are the effects? Basically, what does it feel like when it is 'Feeding' on someone. Fatigue? Pain?

2) What kind of range does the drain effect have?

3) Are you executing the drain effect or is it meant to be passive?

Basically, detail this out and add more clarity, because as it stands I'm not sure if it is properly balanced enough.
1) Should their spirits be crushed in battle, I shall cease their prattle. Their very essence is devoured, for with souls am I powered.

Essentially: At the end of a battle, the amplifier consumes the soul of the defeated, causing unimaginable agony, shortly before their horrible death. It's somewhat similar to the colt, except it can kill me as well.

2) The amplifier burns eternal, its appetites infernal. It offers you no chance to run, its end faster than any gun.

Unless the battle takes place over the dataverse, the amplifier is able to take its due. Presumably the battle will take place within a moderate distance of both combatants, in which case the amplifier almost immediately claims the defeated.

3) It's hunger is indiscriminate, the fallen's ends are imminent.

I have no control over the effect. Once someone has been defeated, they are claimed.
