For your sniper rifle, you can reduce the times that you have listed by a little if you wish. So instead of 5 -7 seconds, it can just be 5.
Another thing to note is that the different ammo types (how you've explained it) that you listed, would probably count as variable as she can use different ammunition for different situations. So for each ammo type that would do a different thing, it would cost an extra 300 OM.
For Example, Armour piercing rounds would count as a different mode to normal rounds.
