Panda, in an airborne position (After having performed a Super Jump, for example), focuses, and starts to fall dramatically slow, like a feather, as his face shows an expression of effort and his body leans forwards, showing the intent of falling down to do a belly slam. If he knocked out of position while charging (for example, pushed), the charge is lost. After ten seconds of charging, he lets himself drop, quickly gaining momentum and lightning-fast speed as he falls to the ground directly below him, and impacts with terrifying strength with his body, being able to pierce a roof made of metal plating with the amount of force in the attack. Due to the focus, he can brace himself for impact and receive no recoil damage (only recoil damage) from hitting something with this attack with such force. People near the area of impact can feel the ground shake and such, but receive no harm - only characters directly hit by his body get damaged. This move can't be "aimed", he has to fall directly below him after charging up. He needs to free-fall a minimum of 20m for this ability to inflict its full damage and reach full speed, less height means proportionally less speed and force built up during the fall. Hitting something with this move (dramatically) breaks stealth (if he has stealth).
As written, this would require flight, so you'll need to make some edits. If, after editing for flight, there is still a charge variable on this move, you will need to pay an additional 300 OM for that, putting this at 600 OM.

Right after falling onto his belly (after a superjump or a "Drop the Panda") he can choose to "bounce" back up into an airborne position via the use of internal springs in his belly, reaching the original height he fell from (up to the max height his Super Jump allows).
You don't need a move to do this. I'd hate to approve this and waste your OM. Bouncing that high, jumping, or any other means to getting yourself that high is all open to interpretation. So long as you have the power, you are good to do so without needing to make moves for it.
