Yes, user-submitted sub-zones should be considered carefully. Yes, the entire point of the Omniverse is to put our characters into situations that they wouldn't normally find themselves in, and then make something unique from it. What I'm suggesting are more options, because last I checked, not all of us were from FFVIII, or Tron, and the likes. I want more places to go to, to explore more with my character, and have incentives to do so. That's the entire point of this suggestion, that we should consider adding some more to flesh verses out with.
At the same time, though, I agree that adding too much would limit certain player's options, and we're not here to pander to every canon verse out there. Just the ones Omni likes the most.

Yeah, and that's why it's usually an investment for players to create those places, like Ambrosia, which Proto pointed out. Maybe some more clarification on that might be helpful, cause that seems to go a bit beyond bases imo, but I could be wrong. Not very knowledgeable on that part of the rule book to be honest. Largely in part due to the fact that I'm not sure I even want a base for myself...
Which brings me to my next point, not everyone will be willing to put forth that much investment, as much as the ideas might be cool. I mean, a protoss appearing and making that temple I suggested, or Ruby and Weiss building a new Beacon Academy would be neat, but maybe the characters themselves decide not to for whatever reason. What then?
There should be some more options for them to explore outside of their IP all the same, I feel, as to keep up variety for those that decide, "Maybe I don't want to make my own settlement or base." I think we can add some more variety in the form of smaller additions, rather than big cities. Except for something like the Grid as frankly the Dataverse is lacking in options at all.

No, that seems pretty sane and normal of an opinion to me. This isn't Kingdom Hearts, after all, it's its own place with a unique history that is a hodgepodge of player interactions and the lores of other canon verses. If we add more places, it should be done in a way that it integrates well into the existing lore, rather than feels haphazardly tossed in for the sake of fan service. It should contribute, not detract and confuse. I think that's part of the whole, "new sub-zones should be considered carefully" dealio.
All in all, it's up to debate and perspective. I like these opinions and ideas, keep em coming.
