Well, your idea could be done by creating a sub-zone based around the classic heroes vs villains, which could include Ururu's idea as well as other notable locations in DC or Marvel and the likes.
The thing with the Omniverse, that I've noticed, is that things are usually (not always) integrated into this hodgepodge of a history and lore rather than just slapped on with the statement of, "there's your fan service."
