Empathy(300)- As his telepathic strength increases, Retane has developed an ability to pick up on a target's emotions to discern their possible intent and malice. Retane can sometimes reach out and seek their intent, but when their emotions and intent are great, Retane can passively recognize them.

This is a unique move, but there are some things you need to consider. Your ability to be able to do this would be based on your and your opponents technique stat. I feel you would need to have double the tech of the person you were trying to use this move on.

From the rules:

Reading deeper into someone's thoughts without their permission would require at least double their TEC.

Discerning possible intent would fall under this. Not to mention that you are doing it passively and not with focus or concentration... Edit this move with the stipulation that you must have double the tech to use it and I would feel more comfortable approving it for 300.
