This actually mirrors the system we had on Engi no Jutsu exactly.
Its rather effective too. Three Elders sign off followed by a yey or nay from a staffer.
Edit: However those same elders were also allowed to ask for staff help if the technique in question was outside their range of system knowledge. Sometimes a staff member is needed to fill gaps.
