That is the idea yes, more likely from her own battle ready status, it is a bit stronger than Foresight expanding off of it, common sense applied that Tec has a strong factor in whether or not she actually detects an incoming battle.

Edit: Or that it can't detect a fight about to start when the enemy isn't aware of it either. Accidents.
