Gildarts charges his fist for around 25 seconds before throwing his fist, filled with magic, into the ground below his stance. Defensive- Same charge up time, however in defense, the wall would surge to surround him, resembling that of a tunnel. The water remains suspended in the air (similar to a vortex, yet spiraling only upward) for around 45 seconds to a minute. The height would be the same, and maintained for the elapsed time.
The wall of water could be punctured by any object with a good momentum, or anything strong enough to get through it. Its diameter would be a little greater than 7 feet around him.
Please clarify this:
1) After it is summoned and it lasts 45 seconds to a minute, does Gildarts need to keep focus on it, or once summoned, is it just 'fire it and forget'?
Right now I am thinking this:
600 OM, another 300 in order to do so with rock. I understand where you are coming from in that it is still basically the same attack and will do basically the same thing, however, I had to pay an additional 300 OM in order to chose between casting a fireball or a flame like that of a flamethrower, which is basically the same thing, only slightly different, much like your move.
600 because it is variable in that it can be used as a defense or an offense.

Is it 45 seconds OR a minute (or somewhere in between)? 15 seconds is quite a difference in time for something to be active? Also, what Sasuke mentioned about Gild needing to focus on the move.
With the whole Idea about the move being the same on land as in a body of water, My ruling on this will be no extra cost, just work it into the description that the move works the same on land as it does in water. This is subject to change though (Someone may overrule me).
Sasuke's example about his Fireball/Flamethrower was a good example, but the difference between these two moves is that a fireball is a set trajectory (unless you decide to remote control it) whereas a flamethrower is a constant stream of fire that you can manually aim. In Gildarts' case the move is the same, just making use of a different medium (Although I am restricting it to only Water and Earth).

No, I see it as a wave of earth similar to a wave of water. Not the ground opening up below people
